GHG Permitting Progress

 Permitting has resulted in application of energy efficiency standards for most sources.
 Add-on controls are increasing, but are still only applied to a relatively small number of
sources.

Permit Extension Guidance
 www.epa.gov/region07/air/nsr/nsrmemos/extend14.p
df
 Primarily applies to EPA and delegated permitting
authorities
 Key points
 Applicant must show that an extension is justified
 Case by case
 First request would not necessarily mean revisiting
BACT, air quality analysis, etc.
 Second request would require a more substantive review
of BACT, air quality analysis, etc.
Modeling Issues
 The short term standards continue to be difficult.
 Early conversations with the permitting authority are a
must.
 Answer EPA comments!
Environmental Justice
 High priority for our Regional Administrator and
Administrator
 Highly recommend engaging citizens early and often
