THE CHALLENGE
West Virginia University Libraries
Growth of eJournals
• As the WVU Libraries purchased more
periodicals in electronic formats
– ILL department received more requests for articles
from eJournals
– By 2010, a definite shift towards eJournals,
especially in the RapidILL software
– Needed a way to identify licensing terms

ILL Services at WVU
• The four Libraries are located on four different campuses and each
Library has its own interlibrary loan staff.
– Downtown Library
• Four ILL staff (~ three FTE)
– Evansdale Library
• Three staff (three FTE)
– Health Sciences Library
• Two ILL staff (two FTE)
– Law Library
• One staff person (~.5 FTE)

eJournal Management at WVU
• Manage over 40,000 free and paid electronic
journal titles using the Serials Solutions ERMS
• Management dispersed across four
departments and two libraries
Acquisitions

Periodicals
• Five employees: none with full time duties for
electronic journals

The Challenge Then…
• Show interlibrary loan rights to the ILL
staff at the point of need
• Show the rights within the existing ILL
procedure
• No interpretation of licenses by ILL staff
• Limited electronic journals staff

THE SOLUTION
West Virginia University Libraries
It’s Complicated
West Virginia University Libraries
Steps to Displaying ILL Rights
1. Find the license
2. Study and interpret the license for ILL
rights
3. Complete the ILL licensing terms in
Serials Solutions
4. Display to ILL at point of need

Must print before lending:
InterLibrary Loans. Institutional subscribers may fulfill
interlibrary loan requests from other institutions in the same
country via fax or paper document delivery under National
Commission on New Technological Uses (CONTU) of Copyright
Works guidelines. Redistribution of Journal content to non-authorized
users in electronic or digital format is prohibited without prior publisher
approval. (my italics)

How the
licensing information
appears on the Libraries’
Electronic Journals page
West Virginia University Libraries
ILLiad Article Lending Stats
• Between 2010 and 2013
• 15,445 articles
• Both electronic and print formats
• 61% fill-rate
West Virginia University Libraries
RapidILL Article Lending Stats
• Between 2010 and 2013:
• 16,075 articles from ejournals
– 52-56% fill-rate
» Add license information as title
is requested
• 7,979 articles from print
– 72-73% fill-rate
West Virginia University Libraries
ILL Process
• ILL request is received
in ILLiad or RapidILL
• Staff uses eJournals page
to check ILL lending rights
West Virginia University Libraries
If the license doesn’t allow lending
from an eJournal
ILLiad
• Will fill the request from the
Libraries’ print copy, if
available
• ILL staff may “conditionalize”
the request to see if the
borrowing library is willing to
wait for a paper copy to be
mailed
West Virginia University Libraries
RapidILL
• ILL staff will “unfill” the
request and it will move on to
the next library in the lending
string
Licensing Maintenance
• Add terms when notified by the ILL staff
• Update licenses as we become aware of
changes
• Enter licensing terms for new licenses
