THE NEW HPS PROGRAM:
WHAT DOES IT LOOK LIKE?
NEW HPS EMPHASIS:
• Housing First approach with specific
target investments at the community
level
• Outcome-based measurements and
data sharing
• Collaboration regarding coordination of
services between the community and
the Province
NEW HPS EMPHASIS:
• The activities must be outcome-based
and focus on reducing local
homelessness
• Managing homelessness will no longer
be acceptable
FUNDING REQUIREMENTS
• Kelowna’s HPS project investments for
Designated Communities and Aboriginal
Homelessness funding:
• Designated Communities funding =
$368,499 with 40% ($147,400) invested
into Housing First beginning April 1, 2016.
• Aboriginal Homelessness Funding =
$93,782
• Start small and early to build up to these
targets.
PRINCIPLES TO KEEP IN MIND:
• Quickly move homeless individuals from streets
or shelter to stable permanent housing;
• Offer clients choice in housing;
• Separate housing provision from other services;
• Provide tenancy rights and responsibilities;
• Integrating housing into the community;
• Support clients in maintaining housing and
increasing self-sufficiency;
• Focus on client autonomy and accountability.
