military purposes:• Bespoke is too expensive, too proprietary, too narrow a
skills base and ignores developments in the market
• Military off the shelf has price issues, adapts only slowly to
technology improvements and has a limited supplier base
• Commercial off the shelf has agility, flexibility and price
competitiveness – BUT, it has to meet the stringent needs
