target bottlenecks at border crossings

Outline of the compromise reached
in the Council on 21-04-2005

Modification of the scope for road charging:
 TEN network; HGV over 3.5 tonnes (instead of 12 t);
 Member States are free to apply tolls :
 On other roads or to other vehicles;

Charging principle:
 Increased possibilities for differentiated prices;
 Mark-ups in mountainous areas (congested or sensitive):
 15% or 25% plus earmarking;
 Limits for rebates : -13%;

Earmarking of revenues recommended;

Vignette systems or vehicle taxes remains in the Directive
