Specificities of European civil protection

European systems and organisations have
evolved over the last 15 years;
the term “civil defence” is now rarely used in
Europe;
organisations are civilian and personnel are
under civilian command;
personnel do not carry weapons when on
international disaster relief missions;
military resources are used as a last resort.
