GEO Established and Defined
Establishment - successor mechanism to ad hoc GEO, legally
non-binding intergovernmental forum with voluntary contributions
Objective - to provide leadership and resources for the
implementation of GEOSS
Management - subject to approval by Members, GEO is
authorized to establish procedures and support organizations, as
necessary, to accomplish its objective, including arrangements
for managing human and financial resources
Membership - open to United Nations countries plus EC,
other Participants being international and regional organizations

Participant Roles
GEO Participants are expected to actively collaborate
in GEOSS implementation and planning
• to reflect ongoing activities and emergent opportunities
• to minimize gaps
• to assist developing countries in GEOSS participation
• to facilitate greater interoperability
• to draw on scientific and technological expertise
• to facilitate user involvement
• to conduct outreach at global and regional levels

Transition
Period - starting after the third Earth Observation Summit;
ending no later than 15 February 2006
Management - During transition period, Co-Chairs of
ad hoc GEO will oversee activities, with authority
• to establish procedures and subordinate
ad hoc organizations
• to arrange for managing financial resources
and staffing of transitional and ongoing GEO
• to convene meetings among GEO Participants
Resources - The Co-Chairs of the ad hoc GEO will
request one-time contribution from GEO Participants
to support transition activities
