FirstNet is an independent authority within NTIA with a mandate by

IMPROVING IN-BUILDING LOCATION SERVICES
Examples
Terrestrial beacons and personal dead reckoning inertial measurement units (IMU)
will provide indoor FirstNet users with horizontal accuracy to ~60 feet and ‘z’
direction (vertical) accuracy to ~6 feet.
