harmonized system of education. This
system can be developed on basis of
common, but not identical, practices and
guidelines for cooperation.

comparable degrees to facilitate free
movement of professionals and skilled
labor in ASEAN by 2015

• Principle of mutual recognition stipulates
that if a standard is approved in one
country it is accepted in all participating
countries.
• Principle of harmonization operates
differently, previous national standards do
prevail, but trade across borders only
occurs with products fulfilling the
harmonized standard.
