EI/JIG Standard 1530 Quality assurance requirements for the
manufacture, storage and distribution of aviation fuels to airports
• Culmination of c450 days of industry drafting resources (inc 21
meetings of working group, totalling 40 days, since April 2011)
• Free electronic access to 1530 has been offered to ICAO (for all
Member States)
• Any company that handles aviation fuels or synthetic aviation
fuel components is encouraged to review the requirements and
recommendations
• 1530 includes Annex M ‘Implementing EI/JIG 1530 and how to
claim conformance’

• The Standard recognises the concept of ‘Alternative Means of
Conformance’ with 1530 requirements and provides definition of
the process to be followed
• The working group is developing a gap assessment tool/checklist
to facilitate self-assessment of conformance (against the
mandatory requirements)

EI Research Report EI Research Report: A qualitative assessment of
electrostatic risks in jet fuel handling and distribution, August 2013
• Detailed study contracted to Shell Global Solutions, with input
from Dr Harold Walmsley, Dr Stephen Hall and conductivity
additive suppliers. Draft circulated in 2012 for peer review.
• Findings presented to UK MoD Aviation Fuels Committee, March
2013, IATA Technical Fuel Forum, May 2013 and Coordinating
Research Council, May 2013
• Offers a scientific explanation for the lack of ignition incidents in
regions that do not mandate the use of SDA – either insufficient
energy in brush discharges, insufficient flammable vapour, or
both

EI 1596 Design and construction of aviation fuel filter vessels,
2nd edition, April 2013
• Provides mechanical specifications for vessels for use as FWS,
filter monitors or microfilter systems
• Clarifies: internal epoxy coating requirements (ref to EI 1541);
that it is not acceptable for work platforms to be welded or
physically attached to vessels; that a specially installed clean-out
connection is not required for vessels with an interior diameter of
less than 71 cm (28 in.)
• Includes option of an automated device to ensure a pre-set dp is
not exceeded in service, e.g. proximity sensor, electronic switch,
pressure switch, or high point tracker (peak hold reading)

EI HM 20 Proving of aviation fuelling positive displacement meters,
2nd edition, October 2013
• Provides industry-agreed procedures for use of reference meter
or volumetric tank for proving of positive displacement aviation
meters
• 2nd edition incorporates significant updates, including proving of
flow meters with electronic registers/heads, low flow overwing
meter calibration, cleaning requirements for reference devices
that have been used with products other than aviation turbine
fuel.

EI 1597 Procedures for overwing fuelling to ensure delivery of
correct fuel grade to aircraft, 2nd edition
• RP highlights steps that can be taken to avoid missfuelling
• Significant input provided by JIG reps, to ensure alignment with
JIG 1 and 4.
• Will include new grades of Avgas.
• Includes requirement for documentation for fuel + FSII – confirm
with pilot whether FSII is needed.
• Learning from an incident in Montana, 2009, when 14 fatalities
were caused by fuel having been received without FSII.
• Draft available for review by year end 2013.

Multi-product pipelines: Minimum criteria to determine additive
acceptability
• Provides a means for pipeline operators to demonstrate that
additive containing fuels do not adversely affect other fuels,
particularly jet fuel.
• Draft 3rd edition proposes additive acceptance based on lab
screening alone if candidate additive is of similar chemistry. Also
proposes a ‘water mapping’ assessment procedure as an
alternative to pipeline trial.
• Currently with key stakeholders for review.
• Publication likely in 3Q 2013.
